
Local Law 87 requires buildings in New York City larger than 50,000 square feet to file an Energy Efficiency Report (EER) with the NYC Department of Buildings (DOB). Even more, the Law also requires a Retro-Commissioning study. The energy efficiency report is designed to help building owners identify low-cost/no-cost measures to reduce unnecessary energy consumption.

While other providers will offer you a study and move onto the next project, LC Associates takes an extra step. In contrast LC Associates will identify cash incentives that may be available to offset the cost of your ECM’s. While ECM’s may not be required under Local Law 87, consequently they may be required under Local Law 97.

The energy audit includes the base building systems including HVAC, Envelope and Lighting. We will generate a report that identifies all reasonable measures and capital improvements that would result in energy savings.
The retro-commissioning audit identifies operational improvements rather than capital upgrades. Operational improvements are low cost measures that reduce energy consumption and lower expenses with quick paybacks.

There are steep penalties for non-compliance. A violation is issued for any building that does not file an Energy Study by the end of the compliance year. The penalty for non-filing is $3,000 for the first year, and $5,000 per year for every year thereafter.
Energy Studies typically take 4 to 12 weeks depending on the size of your building. If there are more buildings, then additional time will be needed.
Buildings must implement the retro-commissioning measures. These measures are typically low-cost/no-cost measures with quick paybacks. The Energy Conservation Measures in the Audit are not required.
Energy studies range in price from $0.15/SF to $0.25/SF depending on the size and complexity of your building.
