What is Local Law 87 all about?

Local Law 87 requires buildings in New York City larger than 50,000 square feet to file an Energy Efficiency Report (EER) with the NYC Department of Buildings (DOB).  Even more, the Law also requires a Retro-Commissioning study.  The energy efficiency report is designed to help building owners identify low-cost/no-cost measures to reduce unnecessary energy consumption.

  1. What if I don’t Comply?

    There are steep penalties for non-compliance. A violation is issued for any building that does not file an Energy Study by the end of the compliance year. The penalty for non-filing is $3,000 for the first year, and $5,000 per year for every year thereafter.

  2. How long does the study take?

    Energy Studies typically take 4 to 12 weeks depending on the size of your building.  If there are more buildings, then additional time will be needed.

  3. What happens after I receive the study and Retro-Commissioning Report

    Buildings must implement the retro-commissioning measures.  These measures are typically low-cost/no-cost measures with quick paybacks.  The Energy Conservation Measures in the Audit are not required.

  4. How much does the study cost?

    Energy studies range in price from $0.15/SF to $0.25/SF depending on the size and complexity of your building.
